I. Brief Introduction
To ensure the strong incubation function of Zhong-guan-cun Life Science Park, five technology support systems will be set up in the park in accordance with the planning, i.e. Standard Experiment Center, Mid-test Base, Experimental Animal Center, Bio-information Technology Center and Reagent Facilities Tax-free Storehouses. The Experiment Center and the Mid-test Base will be built in “Beijing Biomedical Incubator”. The incubator is not only oriented to serve for the whole park, but also to undertake the risk operation of incubating small and medium R&D projects and career-developing enterprises. Thus the incubator is a necessary infrastructure of Zhong-guan-cun Life Science Park.

Beijng Zhong-guan-cun Life Science Park Development Co., Ltd. and Peking University Medical Department Unite Bioengineering Co., Ltd. will cooperate with each other and take the professional advantages of both sides, to closely combine the development and management of this incubator. The incubator will set commercialization as the orientation and construct the most advanced biomedicine incubator in China, even in the world.

II. Function of Incubation Base
Beijing Biomedicine Incubator is an infrastructure invested and developed by Zhong-guan-cun Life Science Park Development Co., Ltd., which is a significant engineering for building Life Science Park into “Best in China, first-class in the world”. Construction of incubation base will greatly promote the development of small and medium enterprises in the park, and accelerate the forming of industrialization chain.

1. Support Function
Beijing Biomedicine Incubation Base is the operation carrier of the technology support system in Life Science Park. The space, equipments and operators in its Experiment Center and Mid-test Base can provide perfect and prompt professional technology service to satisfy requirements of organizations in the park, and optimize resources collocation in Life Science Park in general.

For effectively controlling technology risk of the incubating projects and enhancing success rate of incubation, professional incubation management software system and technicians of Beilian Company join the new corporation and form eight professional incubation service platform:

3. Incubation Function
The operation structure of Beijing Biomedicine incubation base is constructed in accordance with three-level incubation functions, i.e. experiment research incubation, mid-test amplificatory incubation and test production incubation. The designed incubation scale is for 50 high-tech enterprises.

III．Scale
1. Construction Scale
The incubator building is located at plot No.25, with area of 54388m2 and building area 50544 m2 in planning. The construction has been completely finished and the incubator has been launched into full use in May, 2003.

2. Specified Technical System
This building is specially designed and constructed for R&D, mid-test and production of biomedical enterprises in accordance with GMP standard. The unit width of it is almost 10 meters, and height of each floor is 5.4 meters. This building is equipped with air-conditioning, water pretreatment system, water supply and drainage pipelines for experiment, steam system, technology cooling water, technology freezing water and polluted water treatment system, and thus it can satisfy the requirement for biomedical R&D and provide professional R&D and production space for the incubation enterprises. At present it is the only specified building in Zhong-guan-cun, even in Beijing City, that can completely satisfy the requirements of biotechnical R&D and production as well as the international standard.

3. Public Utility
The incubator is equipped with five elevators for goods and five elevators for personnel, which can satisfy the requirement of goods and personnel separation; in the building there is a restaurant of 1270 m2, a report hall for 120 persons, two meeting rooms for 30persons and 20 persons, a 1200m2 tax-free storehouse for reagents and facilities, and an optional management center. Biotechnology intelligence right trade terminal of Zhong-guan-cun technical intelligence right trade market will be set up in accordance with the planning; department of business administration, taxation, medicine supervision and branch bank will also be established.

IV. Management Method
1. Incubation Management
As a professional incubation carrier, the biomedicine incubation base needs professional management. Therefore, after preparation in recent two years, with support of Administrative Committee of Zhong-guan-cun Science Park, uniting with Beilian Incubator Company, the incubation base establishes Incubator Management Company, which is responsible for the management of eastern scientific research building (about 7000m2). Besides this function, this company will also take use of Beilian’s experience and technology on biotechnical incubation and development to promote the establishment and completeness of technical support system in this incubation base. It will also provide professional technical service and excellent R&D support conditions for new projects and career-developing of returned overseas students in China.

2. Renting and Selling
The other area of the incubation base is oriented to common production and scientific research, and Life Science Park Company is responsible for the management. The administration building is for renting after applicable decoration; and the middle scientific research building, western scientific research building and production building is for selling. Area of each part is as follows:
 

V．Advantages
1. Park Advantages
As the corresponding engineering of the industry innovation system and biomedicine R&D, the incubator is principally a project of risk investment, while Life Science Park itself is a larger biotechnology incubator. Life Science Park open to China and the world with openness and fairness as the principle. Many significant projects in biologic field, represented by National Engineering Research Center for Beijing Biochip Technology, National Institute of Biological Science, National 863 Experimental and Pathological Animal Model Center, had entered the park firstly. First class R&D projects in China and the world concentrate and communicate in the park, and the industry concentration effect has been reflected. It will inevitably accelerate the R&D technical communication and career development. It is undoubtedly the unique advantage of this incubator, and leads to its great attraction.

As state level professional life science and biomedicine park, Zhong-guan-cun Life Science Park will set up international level large-scale public laboratory using national investment. It will provide services of renting and selling experimental facilities, acting as experiment agent, and etc., and thus to solve these difficulties in the development of small and medium enterprises. Zhong-guan-cun Life Science Park is actively promoting its internationalization development strategy. It will supply professional service of international standard through setting up projects selection company in North America and establish international standard life science specified risk investment fund.

2. Management Advantages
Beijing biomedicine high-tech incubator, subordinate to Beijing Beilian Bioengineering Co., Ltd., is established by Beijing Municipal Science Committee and Beijing Medical University in 1997. It mainly deals with development, transfer and enterprises incubation of bioengineering products, new gene function research, biochemical medicine and natural medicine. It is the first successful biomedical professional incubator in China, and also the first joint-stock productive incubator. With rapid development of Beilian incubator in recent years, depending on strong support of medical research institute in Beijing area, successful rate of Beilian incubator reaches at 70%, and 16 of the being incubated projects are 863 projects or “National 9th five-year planning” projects. Since its establishment six years before, the Beilian incubator has accumulated large amount of successful experience, and formed a set of effective incubation management system. Now it has been the model in China.

Beijing Biomedicine Incubation Base, managed by former Beilian Incubator management team, will develop its successful operation experience and assist incubation projects to be successful as soon as possible.

VI．Prospect
1. With development of Incubator Management Company, it will become the development platform of Life Science Park’s internationalization strategy.

2. Construction and management of public technology support system is consistent with the benefits of incubation enterprises. With support of Beijing Municipal Development Planning Committee, life science park company has submitted materials of “National Biomedicine Industry Base, Beijing” to China National Development Committee. It tries for the support of national fund for technology support platform construction, and thus strengthening the construction capability of Life Science Park incubation service and management system.
